Kepatuhan Membayar Pajak Bisa Kurangi Utang Indonesia

JAKARTA, KOMPAS.com – Kementerian Keuangan (Kemenkeu) mengimbau masyarakat untuk secara sadar membayar pajak dan melaporkannya. Pasalnya, dengan peningkatan kepatuhan masyarakat untuk membayar pajak, maka pemerintah bisa berupaya menekan utang negara. Staf Ahli Menteri Keuangan Bidang Pengawasan

Perpajakan Puspita mengatakan, bila Indonesia ingin mengurangi utang, maka kepatuhan pajak harus ditingkatkan. Hal ini mengingat belanja negara dibuat terlebih dulu sebelum merencanakan penerimaan negara. “Artinya kalau kita mau mengurangi utang, mau tidak mau kepatuhan pembayaran pajak dengan sukarela itu dikedepankan,” ujar Puspita, Selasa (26/3/2019).

Namun, Aviliani menyoroti penerimaan pajak penghasilan orang pribadi maupun badan yang kontribusinya masih kecil terhadap APBN. “Artinya masyarakat kelas menengah dan atas semakin meningkat tetapi kepatuhan membayar pajaknya masih rendah. Kita bisa mengurangi defisit APBN bila kita semua sudah memenuhi kewajiban,” tutur Aviliani. Catatan saja, dalam Undang-Undang nomor 17 Tahun 2003 tentang Keuangan Negara, ditetapkan batas maksimal defisit anggaran sebesar 3 persen terhadap PDB. Tahun ini, pemerintah menargetkan defisit anggaran sebesar 1,84 persen atau sebesar Rp 296 miliar. Dimana, penerimaan negara ditargetkan Rp 2.165,2 triliun sementara belanja negara ditetapkan sebesar Rp 2.461,1 triliun. Defisit anggaran ini ditutupi melalui pembiayaan utang

Tahun ini, penerimaan negara dari pajak ditargetkan sebesar Rp 1.577,56 triliun atau nyaris 73 persen dari total penerimaan negara. Sisanya didapatkan dari penerimaan bea dan cukai, Penerimaan Negara Bukan Pajak (PNBP) dan hibah. Puspita menambahkan, penerimaan negara tersebut tak hanya disalurkan di pemerintah pusat namun juga ke daerah. Terhitung sebanyak Rp 826,8 triliun dari belanja negara berupa transfer ke daerah dan dana desa. Dana tersebut akan ditujukan untuk pembangunan daerah. Hal senada disampaikan oleh Ekonom Senior Institute for Development of Economics and Finance (Indef) Aviliani. Menurutnya, adanya ketaatan pajak memang bisa mengurangi utang.
