Sri Mulyani Sebut Pajak e-Commerce Demi Kesetaraan Pengusaha

Jakarta, CNN Indonesia — Menteri Keuangan Sri Mulyani Indrawati menegaskan dirinya tidak membebankan jenis pajak baru bagi aktivitas perdagangan elektronik (e-commerce) melalui aturan yang baru diterbitkannya. Adapun, aturan yang dimaksud adalah Peraturan Menteri Keuangan Nomor 210 Tahun 2018 tentang Perlakuan Perpajakan atas Transaksi Perdagangan Melalui Sistem Elektronik (<em>E-Commerce</em>).

Sri Mulyani menilai aturan tersebut hanya mempertegas tata laksananya saja. Sesuai pasal 2 beleid tersebut, sistem perpajakan di <em>e-commerce</em> meliputi Pajak Pertambahan Nilai (PPN), Pajak Penjualan atas Barang mewah (PPnBM), dan Pajak Penghasilan (PPh).

Agar ada kesetaraan dengan pelaku usaha lainnya, maka Sri Mulyani meminta<em> e-commerce </em>agar mau melaksanakan ketentuan tersebut. Apalagi sebetulnya, isu perpajakan <em>e-commerce</em>bukan hanya menjadi konsen Indonesia semata, namun juga internasional.


“Ini bukan hal baru, tapi yang kami atur adalah tata laksananya,” jelas Sri Mulyani, Senin (14/1).

Selain itu, tata caranya juga terbilang serupa dengan badan usaha lain, yakni; wajib memiliki Nomor Pokok Wajib Pajak (NPWP), mau memungut PPN dan PPh terkait penjualan barang dan penyediaan layanan <em>platform marketplace</em>, dan wajib melakukan rekapitulasi transaksi setiap periodenya.

Sri Mulyani mengatakan, masalah pajak <em>e-commerce</em> masih merupakan hal sensitif di Indonesia. Makanya, ia menyusun aturan ini dengan sangat hati-hati agar iklim investasi ekonomi digital di Indonesia tidak terganggu.

“Saya selaku Menteri Keuangan juga harus menjaga iklim investasi. Masalah perpajakan itu bukanlah hal mudah,” imbuhnya.

Kesamaan perlakuan pajak, lanjut dia, bukan berarti pemerintah mengesampingkan sektor ekonomi digital. Menurut dia, pemerintah telah menambahkan sektor ekonomi digital ke dalam fasilitas pembebasan atau pengurangan Pph (<em>tax holiday</em>) pada pengumuman paket kebijakan XVI akhir tahun lalu.

Ini, lanjut dia, merupakan indikasi bahwa Indonesia masih membutuhkan investasi <em>e-commerce</em>. “Dan Indonesia diharapkan bisa merupakan destinasi investasi menarik. Amazon mau masuk ke sini, Apple mau masuk ke sini, sehingga mereka tertarik dengan membandingkan keunggulan komparatif Indonesia dibanding negara lain,” pungkas dia.

Sebelumnya, pemerintah menerbitkan PMK Nomor 210 Tahun 2018 yang mengatur perpajakan bagi<em> e-commerce</em>. Melalui beleid itu, pemerintah memberlakukan ketentuan perpajakan bagi <em>e-commerce</em> yang serupa dengan badan usaha lain.

<em>Platform e-commerce</em> diwajibkan memiliki NPWP dan membayar PPh sesuai ketentuan berlaku. Jika perputaran omzet <em>e-commerce </em>di bawah Rp4,8 miliar dalam setahun, maka pelaku usaha dikenakan tarif PPh UMKM final 0,5 persen. Namun, jika perputaran omzetnya di atas Rp4,8 miliar, <em>e-commerce</em> akan dikukuhkan sebagai Pengusaha Kena Pajak (PKP).
